Clear payment channels build public trust

Authorities that collect fees and fines are a natural target for impersonation scams, and confusion about how to pay makes it easier for scammers.

What was reported

In July 2026 the City of Cape Town warned the public about messages claiming “unpaid parking fees”, reminding residents that on-street parking is paid to marshals and that the City does not request parking payments by SMS, email or WhatsApp.

What we think matters

  • Be explicit about what you will never do. A short, public list of channels you do not use is powerful.
  • Make genuine notices recognisable. Consistent formats and official links help people tell real from fake.
  • Give people a way to check. A visible helpline or contact point builds confidence.

Simple, well-communicated payment channels protect both residents and authority revenue.
