Equipment, data and exit terms: the clauses that decide continuity
Source: Sowetan · originally published
Enforcement programmes live or die on a few contract terms that are easy to overlook at signing and painful to discover at expiry.
What was reported
The Sowetan reported in August 2026 that Johannesburg’s camera system had been offline since December 2025, that officers were relying on manual notices, and that the city is evaluating bids and intends to own its enforcement equipment to avoid a similar disruption.
What we think matters
- Ownership and access. Who owns the devices, the data and the software licences, and what the authority can access at any time.
- Exit and handover. Clear obligations for the final months, data export and transition support.
- Calibration and evidence. Certified, current calibration is what keeps captured evidence usable.
- Service levels. Defined response times and replacement arrangements for faults.
Whichever route an authority chooses, writing these terms down early protects both the public and the programme.
