Phase 2 of AARTO is moving ahead, which makes readiness a practical matter for every authority on the list.

What was reported

SAnews reported on 1 July 2026 that, after a court struck the local government association’s urgent application from the roll, the RTIA said Phase 2 would start as scheduled across 62 issuing authorities, with about three-quarters of sites equipped and trained.

What we think matters

  • Equipment: are devices able to capture and export data in the formats the process requires?
  • People: are officers and back-office staff registered, trained and able to use the system?
  • Integration: do field systems connect cleanly to the infringement process, with no manual re-capture?
  • Continuity: what happens to current fines while the transition is under way?

The authorities that treat readiness as an operational project, with owners and dates, tend to have the smoothest transitions.
