System transitions need a readiness gate

Moving to a new infringement system is a sound objective, but the switch itself needs a go/no-go point.

What was reported

The Herald reported in July 2026 that Nelson Mandela Bay officers had been unable to issue fines for several offences, including speeding and red lights, for almost a month, as the metro did not yet have infringement books and was not yet linked to AARTO.

What we think matters

  • Define readiness. Forms, system access, user accounts and training should all be confirmed before the old process is switched off.
  • Run in parallel where possible. A short overlap protects against gaps.
  • Have a fallback. Officers need an approved way to keep issuing notices during teething problems.

The cost of a short, well-planned overlap is far lower than weeks of lost enforcement.
